Assuming DoD is soon, are there any Agencies inside of the DoD that they would avoid?

I know the DoD is made up of many agencies. Are some more safe than others? Are there any that they would not touch out of fear of backlash? Some agencies posted JOA’s as recent as Valentines Day.

Edit: I am not a Federal Employee, just someone who watches too much news and spends too much time on Reddit.
