Does the AI seem overly aggressive at low difficulty?

I've been playing governor to get used to the game, and in the antiquity age, I've had civs declare war on me twice each. This is even with me running constant reconciliation and other endeavors. I can win the wars easily, but it seems odd for the AI to be so aggressive on such a low difficulty. Has anyone else noticed the AI being super aggro like this?
